\nAloys Simba, and former mayor of Gikoro commune in the region of Kigali-Rural in Rwanda, Paul Bisengimana, were transferred to the International Criminal Tribunal for Rwanda (ICTR) on Monday. The two genocide suspects have been in detention since their arrest late last year in Senegal and Mali respectively. The two are separately charged with several counts of genocide and crimes against humanity in connection with the 1994 genocide in Rwanda. During the genocide, an estimated one million ethnic Tutsis and moderate Hutus were killed according to an official census by the government of Rwanda. Simba was arrested on November 27, 2001. Bisengimana was arrested on December 4, 2001. The two suspects both lost extradition hearings. According to the Prosecutor's indictment, Simba had authority over the military, police and Interahamwe militias in the south Rwanda region of Gikongoro during the genocide. He, together with other leaders from the region, is alleged to have planned and executed the genocide in Gikongoro. Bisengimana is accused of having participated in the killings of Tutsis in Gikoro commune in the region of Kigali-Rural. The Prosecutor alleges that Bisengimana, together with Laurent Semanza (also on trial at the ICTR), participated in the training, arming and transportation of Interahamwe militias during the genocide.
