ICTR\/RWAMAKUBA - THE ICTR REGISTRY IS UNABLE TO ENFORCE A JUDGMENT OF THE ICTR"},"content":{"rendered":"<p>Arusha, 18 September 2007 (FH) - The registry of the International Criminal Tribunal for Rwanda (ICTR), declared Tuesday that it is unable to enforce a judgment of the tribunal ordering it to pay a compensation of 2 000 US$ to a former Rwandan minister, Andr&eacute; Rwamakuba.<br \/>\n<!--more-->&nbsp;<br \/>\nThe ICTR spokesperson, Roland Amoussouga, declared that the registry, for which he works, was unable to enforce this decision, explaining that neither the statute nor the budget of the ICTR make it possible to carry out financial reparations.<br \/>\n&nbsp;<br \/>\nHe indicated that the registrar, Senegalese Adama Dieng, was going &quot;to refer it to his hierarchy&quot; at the United Nations.<br \/>\n&nbsp;<br \/>\nConfirmed in appeal last week, this historical decision &quot;orders the registrar&quot;, which finds itself in the position of being convicted, &quot;to take the suitable provisions to carry out this payment&quot; for having left Rwamakuba without a lawyer during the first months of his detention.<br \/>\n&nbsp;<br \/>\nThe registrar had the duty to assure his assistance by a lawyer is ensured throughout all the stages of the procedure.<br \/>\n&nbsp;<br \/>\nMinister for National Education in the interim government in place during the 1994 genocide, Rwamakuba was acquitted in September 2006.<br \/>\n&nbsp;<br \/>\nThe judges, nevertheless, rejected his request of compensation for being held during nearly 8 years as he was innocent.<br \/>\n&nbsp;<br \/>\nSince his judgment, he has been living at the expense of the tribunal at its headquarters in Arusha, Tanzania, while waiting to find a host country.<br \/>\n&nbsp;<br \/>\nHe shares his residence with another former minister, Andr&eacute; Ntagerura; who was also acquitted by the tribunal.<br \/>\n&nbsp;<br \/>\nER\/PB\/MM <\/p>\n<p>&copy; Hirondelle News Agency<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Arusha, 18 September 2007 (FH) -
