The appeal should have been filed within 15 days after that, according to the prosecutor's motion.<\/p>\n<p>ICTR Prosecutor Hassan Bubacar Jallow handed the case files over to Rwanda on May 24.<\/p>\n<p>Former Rwandan mayor Ntaganzwa is accused of genocide, crimes against humanity and war crimes.
