Arusha, July 18, 2012 (FH) \u2013 United Nations Secretary-General Ban Ki-moon has appointed the Registrar of the International Criminal Tribunal for Rwanda (ICTR), Adama Dieng of Senegal, as his Special Adviser on the Prevention of Genocide. Dieng replaces Francis Deng of Sudan.<\/p>\n

Dieng is currently serving his third term as Registrar of the ICTR, a post to which he was appointed in 2001. The ICTR is winding down its operations and must finish all its trials, including appeals, by the end of 2014.<\/p>\n
\u201cAs legal and human rights expert, Dieng has a distinguished career in contributing to the strengthening of rule of law, fighting impunity and promoting capacity-building in the area of judicial and democratic institutions, including through fact-finding missions, publications and media,\u201d says a statement issued Tuesday by the UN Department of Public Information. \u201cHe has furthermore contributed to the establishment of several non-governmental organizations in Africa.\u201d<\/p>\n
Dieng began his career as Registrar of the Regional and Labour Courts in Senegal, and served as Registrar of the Supreme Court of Senegal for six years. He joined the International Commission of Jurists in 1982, serving in different capacities, including Executive Secretary. Dieng was the \u201cdriving force behind the establishment of the African Court of Human and Peoples' Rights, as well as the draft of the African Union Convention on Preventing and Combating Corruption\u201d, says the UN statement.<\/p>\n
The Office of the Secretary-General\u2019s Special Adviser on the Prevention of Genocide was set up in 2004. It is tasked by the Security Council with collecting and assessing information on situations that might lead to genocide. It is also mandated to advise the Secretary-General and, through him, the Security Council, and make recommendations to prevent genocide.<\/p>\n
