The warrant has not stopped the dictator\u2014one of the longest serving in the world\u2014from traveling 75 times to 22 countries since then, seemingly without fear of prosecution.<\/p>\n<p>\u201cWhich state has ever arrested a sitting head of state? Bashir won\u2019t be arrested in Chad.\u201d Chadian Minister of Interior, Ahmat Mahamat Bachir<\/p>\n<p>Few countries, including the seven he visited that are signatories to the ICC, harbor the political will to arrest him, despite the ICC urging all states to cooperate fully with the warrant for his arrest. On Saturday, Bashir travelled to Indonesia to head the opening session for an extraordinary Islamic summit, a country the Sudanese president was <a href=\"http:\/\/www.sudantribune.com\/spip.php?article54679\" rel=\"alternate\">unable<\/a>\u00a0to visit last year due to pressure from several protesting countries. In February Bashir attended the African Investment Forum (AIF) in Egypt, where Sudan, Egypt, and Ethiopia <a href=\"http:\/\/english.ahram.org.eg\/NewsContent\/1\/64\/188088\/Egypt\/Politics-\/Egypt,-Ethiopia,-Sudan-agree-on-measures-to-streng.aspx\" rel=\"alternate\">agreed to strengthen ties<\/a>. It is his sixth trip to the country, a signatory of the ICC that refuses to execute the warrant, since 2009.<\/p>\n<p>Bashir does not just continue to travel widely. He also continues to fight wars in Sudan that observers say use tactics that amount to war crimes. Since the warrant was issued, violence has spiked in Darfur, a war and civilian bombing campaign was launched in Blue Nile and South Kordofan, <a href=\"https:\/\/www.hrw.org\/report\/2014\/04\/21\/we-stood-they-opened-fire\/killings-and-arrests-sudans-security-forces-during\" rel=\"alternate\">protesters<\/a>\u00a0have been killed, and Khartoum continues to be accused of supporting the rebels in South Sudan.<\/p>\n<p>\u201cOn practical terms the states must sever non-essential contacts with Bashir and degrade diplomatic relations with his country and avoid attending any event with him [Bashir].\u201d \u2013 ICC prosecutor Luis Moreno-Ocampo<\/p>\n<p>Initially, following the warrant, it was almost impossible for Bashir to travel, and he was forced to cancel or cut short several trips as a result of international pressure or internal protests by civil society groups in these countries that spoke out in favor of the ICC. The latest diplomatic incident occurred when Bashir was<a href=\"http:\/\/www.theguardian.com\/global-development-professionals-network\/2015\/jun\/24\/south-africas-failure-arrest-al-bashir-not-in-keeping-mandelas-ideals\" rel=\"alternate\"> able to visit South Africa<\/a> without incident despite local protests and a court order that he be prevented from leaving the country until a decision was reached on whether to enforce the ICC arrest warrant. The African Union has protected Bashir from arrest since day one. In 2009, the AU signed a<a href=\"https:\/\/www.fidh.org\/en\/region\/Africa\/sudan\/AU-resolution-in-support-of-al\" rel=\"alternate\"> declaration<\/a> expressing concern over Bashir\u2019s indictment derailing the Darfur peace process and <a href=\"https:\/\/www.hrw.org\/sites\/default\/files\/related_material\/Managing%2520Setbacks%2520for%2520the%2520ICC%2520in%2520Africa%2520-%2520Journal%2520of%2520African%2520Law.pdf\" rel=\"alternate\">another<\/a>\u00a0in 2010 stating the AU would not enforce the warrant against Bashir. By 2015, the AU <a href=\"http:\/\/www.the-star.co.ke\/news\/2015\/06\/15\/terminate-dp-ruto-hague-case-says-au_c1152455\" rel=\"alternate\">called <\/a>on the U.N. Security Council to suspend proceedings against the Sudanese president, urging them to withdraw the ICC referral.<\/p>\n<p>\u201cThe drama being orchestrated by the so-called ICC amply demonstrates the anti-people stance and defamatory conspiracy on the part of external forces.\u201d Statement by the Eritrean government<\/p>\n<p>The AU and its member states has repeatedly accused the court of an unfair bias towards Africa since all current cases involve African countries. This argument ignores the fact local prosecutors initiated all the cases except for Sudan and Libya. Close alliances and foreign support from the Middle East has also eased travel restrictions. Saudi Arabia\u2019s Sudan investments outdo all others with an <a href=\"http:\/\/www.reuters.com\/article\/sudan-saudi-diplomacy-idUSL8N14V2WV20160112\" rel=\"alternate\">estimated<\/a>\u00a0US$11 billion in January and another US$5 billion in military <a href=\"http:\/\/www.sudantribune.com\/spip.php?article58095\" rel=\"alternate\">assistance <\/a>one month later. A <a href=\"http:\/\/www.theguardian.com\/world\/2016\/jan\/12\/sudan-siding-with-saudi-arabia-long-term-ally-iran\" rel=\"alternate\">cash-strapped<\/a>\u00a0Bashir is all too happy to send troops to <a href=\"http:\/\/www.sudantribune.com\/spip.php?article58101\" rel=\"alternate\">Yemen<\/a>\u00a0and possibly <a href=\"http:\/\/aa.com.tr\/en\/world\/sudan-open-to-joining-saudi-led-coalition-in-syria-minister-\/525811\" rel=\"alternate\">Syria<\/a>\u00a0for Saudi Arabia, expanding Sudan\u2019s military ventures <a href=\"http:\/\/nubareports.org\/darfur-camps-for-displaced-to-close-amid-spike-in-conflict-displacement\/\" rel=\"alternate\">beyond<\/a>\u00a0the two internal <a href=\"http:\/\/nubareports.org\/conflict-looms-as-mass-government-troops-assemble\/\" rel=\"alternate\">conflicts<\/a>.<\/p>\n<p>Despite expressing concern over the conflicts in Darfur and Nuba Mountains, the European Union has provided Sudan \u20ac100 Million (US$ 109 Million) to ostensibly curb <a href=\"http:\/\/www.reuters.com\/article\/us-sudan-refugees-idUSKCN0VV1SI\" rel=\"alternate\">migration<\/a>\u00a0and terrorism, according to a <a href=\"http:\/\/eeas.europa.eu\/statements-eeas\/2016\/160216_03_en.htm\" rel=\"alternate\">statement <\/a>issued last month. These same issues have helped warm Sudan relations with the United States, Sudan\u2019s foreign minister Ibrahim Ghandour <a href=\"http:\/\/www.sudantribune.com\/spip.php?article57733\" rel=\"alternate\">said<\/a>. Public <a href=\"http:\/\/www.sudantribune.com\/spip.php?article57738\" rel=\"alternate\">claims<\/a>\u00a0by Sudan\u2019s spy chief Mohamed Atta to deploy militias on the border to prevent movements of Libyan-based ISIS forces is well received by the U.S. state department. In turn, the U.S. State Department has softened its public stance towards Khartoum. Last year, the State Department\u2019s terrorism report to Congress praised Sudan for its cooperation with the U.S. to counter terrorism, news reports said. A more recent\u00a0statement claims the rebels <a href=\"http:\/\/www.sudantribune.com\/spip.php?article58096\" rel=\"alternate\">instigated<\/a>\u00a0the latest <a href=\"http:\/\/www.theguardian.com\/world\/2016\/feb\/08\/civilians-fleeing-darfur-violence-face-dire-conditions-un-says\" rel=\"alternate\">violence<\/a>\u00a0in Darfur, countering news reports citing the <a href=\"http:\/\/sudanreeves.org\/2016\/02\/18\/obama-administration-sudan-policy-remains-expedient-guided-by-a-perverse-moral-equivalence\/\" rel=\"alternate\">opposite<\/a>. Foreign relations have thawed so much that Sudan has even <a href=\"http:\/\/www.sudantribune.com\/spip.php?article57967\" rel=\"alternate\">requested <\/a>U.S. help in influencing rebel factions to participate in state-run peace talks. Several armed groups and opposition parties have rejected the peace talks termed a \u201cNational Dialogue\u201d for <a href=\"http:\/\/www.usip.org\/olivebranch\/2016\/02\/11\/sudan-s-national-dialogue-poses-test-government-s-commitment\" rel=\"alternate\">undue<\/a>\u00a0government-influence.<\/p>\n<p>The ICC warrant has, on occasions, curbed Bashir\u2019s travels. Diplomatic pressure<a href=\"http:\/\/www.sudantribune.com\/spip.php?article48184\" rel=\"alternate\">\u00a0blocked<\/a> Bashir traveling the 2013 United Nations General Assembly in New York City despite the fact the U.S. is not signatory to the Rome Statute. While Bashir has not booked a flight to western countries yet, international supporters have turned a blind eye to Bashir\u2019s foreign travels vis-\u00e0-vis the ICC arrest warrant.
