But one prominent participant has dropped out.<\/strong><\/p>\n<p>The international medical organisation, <a href=\"http:\/\/www.msf.org\/\" rel=\"alternate\">M\u00e9decins Sans Fronti\u00e8res<\/a>\u00a0(MSF or Doctors Without Borders), <a href=\"http:\/\/www.msf.org\/en\/article\/msf-pull-out-world-humanitarian-summit\" rel=\"alternate\">announced today<\/a>\u00a0that it is not going to the World Humanitarian Summit. In a statement, MSF said it was pulling out \u201cwith disappointment\u201d, after months of preparatory discussions. MSF believes the summit may let those most responsible for spiralling humanitarian need \u2013 governments \u2013 off the hook. The summit has lost its way and become, in MSF\u2019s opinion, \u201ca fig-leaf of good intentions\u201d.<\/p>\n<p>A spokesman for the UN\u2019s emergency aid coordination body, OCHA, Herve Verhoosel, told IRIN the move was \u201cdisappointing\u201d, given MSF\u2019s \u201cstrong and influential voice\u201d.<\/p>\n<p>Vickie Hawkins, executive director of the British branch of MSF, told IRIN: \u201cthis doesn\u2019t represent a disengagement of MSF from the international system,\" and stressed that MSF would continue to engage in plenty of international forums, from the UN Security Council to the G7. However, she claimed, there\u2019s \u201ca lack of focus on the humanitarian part of the World Humanitarian Summit\u201d.<\/p>\n<p>A senior humanitarian analyst, who requested anonymity, told IRIN that \u201cscepticism abounds\u201d about the summit and that when MSF \u2013 a \u201cmoral compass\u201d \u2013 pulls out, it further calls into question the usefulness of the event.<\/p>\n<p>\u00a0<\/p>\n<figure><img loading=\"lazy\" decoding=\"async\" src=\"images\/Maurer.jpg\" alt=\"Joanne Liu (MSF) and Peter Maurer (ICRC) at the UN \" width=\"636\" height=\"423\" \/><\/figure>\n<figure><span style=\"font-size: 10pt;\">Joanne Liu (MSF) and Peter Maurer (ICRC) at the UN \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0<\/span><\/figure>\n<p>\u00a0<\/p>\n<p>In MSF\u2019s view, there is a general shortage of operational emergency response capacity, particularly in conflicts and epidemics, and donor funding is too often driven by political and security considerations. Pointing to the Ebola outbreak, South Sudan and Central African Republic, Hawkins said there had been \u201ca real failure of the humanitarian system\u2026 We don\u2019t think the WHS is addressing that.\u201d<\/p>\n<p><strong><span class=\"h4\">Humanitarian principles<\/span><\/strong><\/p>\n<p>As well as not dealing with the machinery of response, including <a href=\"http:\/\/www.irinnews.org\/analysis\/2016\/02\/11\/humanitarian-reform-whats-and-table\" rel=\"alternate\">reforming the UN itself<\/a>, MSF alleges the summit, and the UN\u2019s key <a href=\"http:\/\/www.irinnews.org\/opinion\/2016\/02\/11\/editor%E2%80%99s-take-un-secretary-general%E2%80%99s-vision-humanitarian-reform\" rel=\"alternate\">background document<\/a>, threatens to \u201cdissolve humanitarian assistance into wider development, peacebuilding and political agendas\u201d. A significant proportion of the WHS programme is devoted to preventing crises and reducing needs; to stem the \u201cdemand\u201d for relief. However, emergency relief is by definition what happens when prevention fails, observers point out. A former senior MSF staffer said: \u201cYou can ask firefighters to put out a fire. Don't ask them to build affordable housing.\u201d<\/p>\n<p>The former staffer added: \u201cI think it's a shame, because MSF is one of the very few organisations who might have been willing to defend humanitarian action.\u201d<\/p>\n<p>The exceptional nature of humanitarian response, distinct from \u201cdevelopment\u201d, is what MSF says needs robust defence. Many NGOs work across development and emergencies. She argued that there was an inherent tension between the political nature of development and humanitarian imperatives and the two should be kept separate.<\/p>\n<p>MSF is known for having a higher appetite for risk than many organisations, often working in places considered too dangerous by other aid agencies. On a number of occasions, it has <a href=\"http:\/\/newirin.irinnews.org\/msf-timeline-withdrawals-aid-under-fire\/\" rel=\"alternate\">pulled out of situations<\/a>\u00a0on principle. It also participates selectively in coordination mechanisms. The summit, as it stands, would give MSF \u201cvery little incentive to change its (uncooperative) ways\u201d, the senior humanitarian analyst wrote.<\/p>\n<p>The former MSF staffer continued, \u201cI don\u2019t think this is \u2018toys out of the pram\u2019; I think MSF is desperately frightened to consistently find itself alone in trying to respond to needs that far overwhelm MSF.\u201d<\/p>\n<p><span class=\"h4\"><strong>Roundtables and commitments<\/strong><\/span><\/p>\n<p>MSF believes the summit\u2019s call for \u201ccommitments\u201d from any and all participants, small NGO or world superpower, is \u201cputting everybody on the same level\u201d, ignoring the specific responsibilities states have towards upholding and implementing international humanitarian law.<\/p>\n<p>The <a href=\"https:\/\/www.worldhumanitariansummit.org\/\" rel=\"alternate\">summit<\/a>\u00a0starts on 23 May after three years of consultations, and is the first of its kind. It comes at a time of critically high humanitarian needs, extreme <a href=\"https:\/\/www.irinnews.org\/report\/102282\/deliberations-strengthen-rules-war-go-down-wire\" rel=\"alternate\">violations of international humanitarian law<\/a>, and a widely-held view that the systems and <a href=\"https:\/\/www.irinnews.org\/report\/101695\/humanitarian-one-percent\" rel=\"alternate\">financing of emergency aid<\/a>\u00a0need major reform.<\/p>\n<p>Stephen O\u2019Brien, OCHA\u2019s chief, told journalists this week that <a href=\"http:\/\/webtv.un.org\/media\/watch\/stephen-obrien-ocha-on-the-forthcoming-world-humanitarian-summit-press-conference-2-may-2016\/4874811956001\" rel=\"alternate\">80 countries had confirmed their attendance<\/a>, 45 of which would be represented by heads of state or government. He declined to give further details. There are 193 member states of the UN, so questions were asked if there is a lack of enthusiasm. O\u2019Brien countered that he was \u201cvery encouraged\u201d by the numbers so far.<\/p>\n<p>A UN promotional video featuring <a href=\"http:\/\/www.irinnews.org\/analysis\/2015\/02\/13\/who-celebrity-advocates-are-really-targeting-and-it%E2%80%99s-not-you\" rel=\"alternate\">celebrities <\/a>and a linked <a href=\"https:\/\/impossiblechoices.org\/\" rel=\"alternate\">social media campaign<\/a>\u00a0is trying to mobilise public pressure on political leaders to show up and make commitments with a call to action: \u201cask your leader to commit to action now\".<\/p>\n<p>The programme for the conference is elaborate. OCHA has said there will be seven \u201croundtables\u201d, 15 special sessions, 110 side events as well as exhibition space. O\u2019Brien declined to give a figure for the overall cost of the summit, but noted the generous contribution of Turkey as host. The formal OCHA budget for 2016 includes $700,000 for the process, but that is only a small fraction of the overall cost.<\/p>\n<p>Several sources suggested to IRIN that discussions about simplifying financial flows, dubbed the \u201c<a href=\"http:\/\/www.irinnews.org\/analysis\/2016\/01\/18\/un-aid-panel-calls-%E2%80%98grand-bargain%E2%80%99-finance\" rel=\"alternate\">Grand Bargain<\/a>\u201d, may be one of the more significant outcomes. The biggest donors and aid agencies could agree on how they intend to \u201cchange their behaviours over the next few years\u201d and the summit process would deserve credit for that, said Dhananjayan Sriskandarajah, secretary general of <a href=\"http:\/\/www.civicus.org\/index.php\/en\/\" rel=\"alternate\">CIVICUS<\/a>, a global alliance of civil society groups. Sriskandarajah said he was \u201cpretty confident\u201d the Grand Bargain would be one of \u201ca few interesting things\u201d to come out of the summit.<\/p>\n<p>The unusual format of the summit is both a strength and a weakness. Disaster-affected people, <a href=\"https:\/\/www.irinnews.org\/analysis\/2015\/10\/22\" rel=\"alternate\">southern NGOs<\/a>, the private sector, and other non-governmental groups have had more opportunities than usual to be heard. On the other hand, without the legal clout of an intergovernmental process like the Sustainable Development Goals or last year\u2019s <a href=\"https:\/\/www.irinnews.org\/in-depth\/cop21\" rel=\"alternate\">climate change agreement<\/a>, member states have \u201calmost been dragged to it\u201d, Sriskandarajah said. There\u2019s no mechanism to enforce implementation, even of \u201cwoolly commitments\u201d, Hawkins pointed out.<\/p>\n<p><span class=\"h4\"><strong>\u201cExhausting\u201d<\/strong><\/span><\/p>\n<p>NGOs contacted by IRIN said they intended to make the most of the unusual opportunity and continue to pursue their aims in Istanbul and beyond, while having limited expectations. Many have already invested heavily in time and effort and are unlikely to jump ship now.<\/p>\n<p>Nan Buzard, executive director of the NGO network <a href=\"https:\/\/icvanetwork.org\/\" rel=\"alternate\">International Council of Voluntary Agencies<\/a>\u00a0(ICVA), said \u201cthe message [MSF was sending by pulling out] cannot be ignored,\u201d but she doubted it would \u201cspark an exodus\u201d. There are \u201cvery, very diverse views and understandings and experience on what \u2018humanitarian\u2019 is,\u201d she said. \u201cIs [the summit] making any difference to the people we purport to care about, be concerned about, get paid for? All the more reason to push so that it does.\u201d<\/p>\n<p>From Washington DC, Patricia McIlreavy, vice president for Humanitarian Policy and Practice of the US-based NGO alliance <a href=\"https:\/\/www.interaction.org\/\" rel=\"alternate\">InterAction<\/a>, said members had different perspectives and hopes for the summit. She said \u201cI do think there\u2019s a lack of expectation management overall\u2026 I don\u2019t think we\u2019ve had a great deal of clarity on what\u2019s expected to come out of it.\u201d The summit process has however helped InterAction members focus on \u201cwhat we need to do differently\u201d, McIlreavy said. \u201cWe\u2019re coming with clear commitments\u2026 is everyone else bringing the same?\u201d She added: \u201cour approach has been \u2026 let\u2019s take the piece we can, and let\u2019s figure out how to make something happen within that.\u201d<\/p>\n<p>The organisation of the summit, which has yet to nail down all the attendees or speakers, less than a month before it opens, was described by various NGO sources as \u201dlast-minute\u201d and \u201cexhausting\u201d. Behind the scenes, multiple sources told IRIN there was still jockeying for speaking slots, and unanswered questions about who gets to access which zones of the conference.<\/p>\n<p>David Griffiths, head of the <a href=\"https:\/\/www.amnesty.org\/en\/\" rel=\"alternate\">Amnesty International<\/a>\u00a0secretary-general\u2019s office, told IRIN they were hoping to confirm their role and a speaking slot for their chief, Salil Shetty. \u201cWe still have some questions about what exactly the summit is going to produce in terms of real action, but we\u2019re prepared to engage in it,\u201d Griffiths said. \u201cWe\u2019re aware of its shortcomings\u2026 but we see the devastating impact of conflict on so many places\u2026.
