Hardliners in the government appear determined to abandon the Arusha accord \u2013 a power-sharing agreement between Hutu and Tutsi elites that ended a 13-year civil war.<\/p>\n<p>\u201cBy using ethnically-charged rhetoric and demonstrating an obvious desire to bring the democratic consensus of the Arusha accord to an end, the regime has ruptured its relations with part of the population,\u201d the International Crisis Group said in its latest <a href=\"http:\/\/www.crisisgroup.org\/en\/regions\/africa\/central-africa\/burundi.aspx\">report<\/a>. Already 250,000 people have fled the country.<\/p>\n<p>Burundian society has shown fortitude, resisting the pressure to fracture along ethnic lines. Opposition to Nkurunziza is broad-based. But longstanding ethnic cleavages exist in the opposition, and \u201cthe regime\u2019s current strategy of repression (alleging a Tutsi conspiracy, breaking up the security services and creating units loyal to the regime) has revived fears of genocidal violence,\u201d said ICG.<\/p>\n<p>Nkurinziza refuses to talk to the opposition alliance known as CNARED, although it is recognised by the African Union and regional governments as the government\u2019s dialogue partner. CNARED includes armed groups under its umbrella.<\/p>\n<p>The worst violence so far was in December 2015 in the capital, when gunmen carried out <a href=\"http:\/\/www.acleddata.com\/wp-content\/uploads\/2016\/05\/ACLED-Country-Report-Burundi-May-2016.pdf\">coordinated<\/a> attacks on military bases in Ngagara, Musaga, and Mujejuru. At least 87 people were reportedly killed. Police retaliated with raids throughout Bujumbura. Dozens of civilian bodies were discovered in mass graves in the days and weeks afterwards. But the violence is not one-sided: at least one mass grave has been <a href=\"http:\/\/www.bloomberg.com\/news\/articles\/2016-03-01\/burundi-police-find-30-bodies-in-mass-grave-as-un-experts-arrive\">discovered<\/a> in opposition areas.<\/p>\n<p>In the absence of constructive talks, armed violence and the threat of full-blown civil war increases. As different opposition outfits proliferate, here\u2019s a snapshot of the main insurgent groups:<\/p>\n<p><span class=\"h5\"><strong>The National Liberation Front: FNL<\/strong><\/span><\/p>\n<p>FNL, the military wing of the pro-Hutu PALIPEHUTU, has been operating in the <a href=\"http:\/\/www.mo.be\/en\/analysis\/hidden-war-drc-burundi-crisis-and-great-lakes-geopolitics\">lawless<\/a> southern Uvira area in the eastern Democratic Republic of the Congo for well over two decades. In 2013, leader Agathon Rwasa lost out in a power struggle, quit the bush, and returned to the political scene in Burundi. The FNL is under the command of Aloys Nzabampema; its political leader is Isidore Nibizi.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"images\/Nkurunziza.jpg\" alt=\"President Pierre Nkurunziza \" width=\"629\" height=\"384\" \/><\/p>\n<p>\u00a0 \u00a0President Pierre Nkurunziza \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0World Economic Forum\/Eric Miller<\/p>\n<p>The FNL escalated its infiltration into Burundi in 2014 through the Rukoko Reserve, bordering both countries. It <a href=\"http:\/\/congosiasa.blogspot.co.ke\/2015\/01\/guest-blog-understanding-recent.html\">accuses<\/a> Nzurunziza of treating it like \u201csecond-class citizens\u201d, and is committed to his removal. Rwasa, on the other hand, has chosen to work with the government \u2013 much to the disgust of many FNL supporters inside Burundi.<\/p>\n<p>The FNL came under attack from the Congolese army and the UN peacekeeping mission in 2014 and again in <a href=\"http:\/\/uk.reuters.com\/article\/uk-congodemocratic-rebels-idUKKBN0KE1M020150105\">2015<\/a>. The group is, however, recruiting fighters. Refugee International <a href=\"http:\/\/static1.squarespace.com\/static\/506c8ea1e4b01d9450dd53f5\/t\/566b3f97c647adfeee2374e5\/1449869207555\/20151214+Rwanda.pdf\">reported<\/a> refugees in Rwanda\u2019s Mahama camp as saying they had been approached by FNL representatives (and the Burundi opposition Movement for Solidarity and Democracy \u2013 MSD). A <a href=\"https:\/\/assets.documentcloud.org\/documents\/2704241\/UN-Burundi.pdf?utm_source=Copy+of+February+4%2C+2016+EN&amp;utm_campaign=2%2F05%2F2016&amp;utm_medium=email\">leaked<\/a> UN report in January 2016 gave details of an interview with 18 Burundian refugees captured in the Uvira region. They said they\u2019d been given military training by the Rwandan authorities and fake papers.<\/p>\n<p>The FNL is active in Bujumbura-Rurale Province, which surrounds the capital. In March, the Burundian and Congolese armies launched a joint operation on the border aimed at the FNL. In April, the group <a href=\"http:\/\/www.reuters.com\/article\/us-burundi-unrest-idUSKCN0XK0FX\">released<\/a> a Burundian officer it had captured in the area.<\/p>\n<p><span class=\"h5\"><strong>Resistance for the Rule of Law in Burundi: RED-Tabara<\/strong><\/span><\/p>\n<p>This group emerged last year, and is believed to be composed of former soldiers, police and demobilised ex-rebels. Its \u201cchief-of-staff\u201d, Melchiade Biremba, <a href=\"http:\/\/www.jeuneafrique.com\/304829\/politique\/burundi-melchiade-biremba-on-ne-defendre-democratie-belles-paroles\/\">says<\/a> its goal is \u201cto hunt Nkurunziza and his clique\u201d. With his departure, a transitional government will be formed, leading to free and credible elections. RED-Tabara shares the \u201csame goals\u201d as the CNARED opposition alliance \u2013 but says, \u201cthe ways and means we take are different\u201d.<\/p>\n<p>RED-Tabara has been referred to as the military wing of the Movement for Solidarity and Democracy (see above) led by <a href=\"https:\/\/www.bostonglobe.com\/opinion\/2016\/02\/21\/burundi-when-icon-peace-turns-war\/m5xSA7rLxO8P5ZjaQIkiuJ\/story.html\">Alex Sinduhije<\/a> \u2013 an allegation denied by Biremba. The group is especially active in Bujumbura. It claims to only target the security forces, but civilians have also been victims of grenade attacks. Biremba says RED-Tabara is united with other anti-Nkurunziza insurgent groups, but \u201ceach has its own military strategy\u201d.<\/p>\n<p><strong><span class=\"h5\">Republican Forces of Burundi: FOREBU<\/span><\/strong><\/p>\n<p>Led by General Godefroid Niyombare, who headed a failed coup against Nkurunziza in May last year, it supports the Arusha framework and the reform of a post-Nkurunziza military. It boasts senior security establishment figures in its ranks, <a href=\"http:\/\/www.ibtimes.co.uk\/burundi-coup-leader-general-godefroid-niyombare-becomes-head-forebu-rebels-1539320\">including<\/a>: Philbert Habarugura, a former general in charge of its armed forces; Colonel Gilles Ndihokubwayo as \u201cchief of staff\u201d; and a former police commissioner, Edward Nibigira, who is the group\u2019s spokesman.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"images\/MourningrelativesBujumbura.jpg\" alt=\"Mourning relatives of a student killed in the Jabe neighbourhood of Bujumbura \" width=\"632\" height=\"355\" \/>\u00a0<\/p>\n<p>Mourning relatives of a student killed in the Jabe neighbourhood of Bujumbura \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 Phil Moore\/IRIN<\/p>\n<p>Niyombare became the first Hutu chief of general staff in 2009 after having fought as a commander in Nkurunziza\u2019s CNDD-FDD rebel group. Significantly, perhaps, he was also involved in peace talks with the FNL before the current round of fighting. Niyombare was a former intelligence chief before being dismissed in 2015 for opposing Nkurunziza\u2019s plans to run for a third term.<\/p>\n<p>FOREBU was reportedly involved in an attack on a police station in Musaga, Bujumbura, in February 2016 that killed four members of the pro-government Imbonerakure militia; and it jointly carried out grenade attacks with RED-Tabara in the city\u2019s Cibitoke and Kinanira neighbourhoods, which allegedly targeted civilians. Its most dramatic strike was the assassination of senior army officer Darius Ikurakura inside a Bujumbura military base in March. Regarded as a regime <a href=\"http:\/\/www.usnews.com\/news\/world\/articles\/2016-03-22\/burundi-senior-army-officer-assassinated-in-the-capital\">enforcer<\/a>, Ikurakura was responsible for security operations in the opposition strongholds of Bujumbura.<\/p>\n<p>FOREBU <a href=\"http:\/\/www.demainlenouveaucongobrazzaville.org\/2016\/04\/forces-republicaines-du-burundi-forebu-communique-de-presse.html\">says<\/a> dialogue can be the only way out of the crisis, but until the government agrees to inclusive talks, it will continue its armed struggle.<\/p>\n<p><strong><span class=\"h5\">Union of Patriots for the Revolution: UPR<\/span><\/strong><\/p>\n<p>Emerged in the eastern town of Karuzi in February. In its initial <a href=\"https:\/\/twitter.com\/tomasvanacker\/status\/697877480720437248\">statement<\/a>, the group said it was made up of \u201ccivil and military officers\u201d determined to \u201cestablish a democratic regime\u201d.<\/p>\n<p>According to Burundi News: \u201cThe UPR is led by Antoine Sinzumunsi, former general counsel of the Bujumbura appeal court. Between January 2010 and May 2012, he was a justice inspector. It claims to number several dozen fighters\u201d.<\/p>\n<p><strong><span class=\"h5\">Movement for Popular Resistance: MPR<\/span><\/strong><\/p>\n<p>Emerged with a <a href=\"https:\/\/agencebujanews.wordpress.com\/2015\/12\/18\/communique-du-prm-abarundi-sur-la-deterioration-de-la-situation-au-burundi\/\">press release<\/a> in December 2015, signed by self-styled military leader Didier Nyambariza, a former police officer who fled the country after the controversial 2010 elections \u2013 boycotted by the opposition. It\u2019s believed the group has trained in Congo\u2019s southern Kivu mountains. It has not claimed any attacks.<\/p>\n<p><span class=\"h5\">Burundi Democracy Liberation Force: BDLF<\/span><\/p>\n<p>This group announced itself on social media in May 2016. Its military chief is C\u00e9lestin Manirakiza, a former rebel in Nkurunziza\u2019s FDD. He worked in senior positions in the police, including the Rapid Mobile Intervention Group \u2013 a <a href=\"https:\/\/www.hrw.org\/news\/2008\/04\/30\/burundi-government-should-act-end-police-abuses\">special<\/a> unit accused of illegal detentions and torture.<\/p>\n<p><span class=\"h5\">Christian Patriot Movement: MPC<\/span><\/p>\n<p>Little is known about this movement, which only announced itself in May 2016.
