{"id":29601,"date":"2016-10-05T09:53:37","date_gmt":"2016-10-05T07:53:37","guid":{"rendered":"https:\/\/www.justiceinfo.net\/29601-why-did-colombias-plebiscite-for-peace-fail.html"},"modified":"2016-10-05T09:53:37","modified_gmt":"2016-10-05T07:53:37","slug":"why-did-colombias-plebiscite-for-peace-fail","status":"publish","type":"post","link":"https:\/\/www.justiceinfo.net\/en\/29601-why-did-colombias-plebiscite-for-peace-fail.html","title":{"rendered":"Why did Colombia\u2019s Plebiscite for Peace Fail?"},"content":{"rendered":"<div id=\"nav-above\" class=\"navigation\"><br class=\"meta-nav\" \/><\/p>\n<div id=\"post-8815\" class=\"nav-next\">\n<div class=\"entry-content\">\n<p><em><strong>Following a plebiscite that rejected by a hair the peace accord between the Colombian government and the FARC-EP that was just signed in Cartagena on September 26, there is much soul-searching, self-critique, and reflection among those of us who worked so hard in the last four years for a political solution that would put an end to so many years of war in Colombia. \u00a0 More on this later. \u00a0For now, I have found some solace in the reminder from Mercedes Sosa that change is a constant.<\/strong><\/em><\/p>\n<p><strong>\u201cTodo Cambia\u201d<\/strong><\/p>\n<p><span class=\"embed-youtube\" style=\"text-align: center; display: block;\"><iframe loading=\"lazy\" class=\"youtube-player\" style=\"border: 0;\" src=\"https:\/\/www.youtube.com\/embed\/ly7qPTh_K-c?version=3&amp;rel=1&amp;fs=1&amp;autohide=2&amp;showsearch=0&amp;showinfo=1&amp;iv_load_policy=1&amp;wmode=transparent\" width=\"640\" height=\"390\" allowfullscreen=\"allowfullscreen\" data-mce-fragment=\"1\"><\/iframe><\/span><\/p>\n<p>\u00a0<\/p>\n<p>I am working on a longer piece that looks at the roller coaster many of us have been on in recent weeks. \u00a0In the meantime though I wanted to share with my readers some of my initial reactions to unfolding events from a press advisory issued by the U.S. Institute of Peace early Monday morning. I include links below to my analysis from the media and online.<\/p>\n<p><strong>Was peace defeated in Colombia\u2019s plebiscite?<\/strong><\/p>\n<p>\u201cThe results reflect a country united in seeking peace, but deeply divided over how to do so.\u00a0 Both sides are accepting the results as legitimate and discussing ways to move the country toward peace.\u00a0 The plebiscite results appear unlikely, in the short term at least, to reverse the march toward a political solution.\u201d<\/p>\n<p>\u201cThe Colombian people voted \u2013by a narrow margin of less than 60,000 votes out of 13 million votes cast-to reject the Havana peace accords.\u00a0 There is much speculation and soul-searching about how and why so many voted \u201cno\u201d and why the polls, which had predicted a \u201cyes\u201d win of some two-thirds of the voters\u2013got it so wrong.\u201d<\/p>\n<p><strong>Is former President Alvaro Uribe to blame?<\/strong><\/p>\n<p>\u201cIt\u2019s a shame that ex-President Alvaro Uribe did not accept either President Santos\u2019s or Timochenko\u2019s invitations to dialogue before the plebiscite.\u00a0 It might have saved everyone a lot of anguish.\u201d<\/p>\n<p><strong>Did social media play a role?<\/strong><\/p>\n<p>\u201cDisinformation, particularly within the social media networks, was pervasive, and misrepresentations of what the accords did or didn\u2019t say were virtually impossible to correct.\u201d<\/p>\n<p><strong>Why did supporters of the plebiscite lose?<\/strong><\/p>\n<p>\u201cThe \u201cyes\u201d vote had a much harder sell. The accord was 297 pages and few had read it (they had only one month). The agreement on justice was particularly complex; there was confusion about amnesties and pardons and concern that the FARC would not be adequately punished for their crimes.\u201d<\/p>\n<p><strong>Will the ceasefire be maintained and what is FARC\u2019s reaction after the defeat?<\/strong><\/p>\n<p>\u201cThe government and the FARC-EP are handling the results with cool heads and the parties have reiterated their commitment to peace.
