Think again. A growing number of African governments have spoken out over the past week against withdrawal:<\/p>\n<p><strong>C\u00f4te d\u2019Ivoire<\/strong>\u2019s president, Alassane Ouattara, said in <a href=\"https:\/\/blogs.mediapart.fr\/freddy-mulongo\/blog\/011116\/la-cote-divoire-nenvisage-pas-de-quitter-le-cpi-repond-alasane-ouattara-reveil-fm\"><u><span style=\"color: #0066cc;\">a local radio interview<\/span><\/u><\/a> on November 1 that his country does not intend to leave the ICC.<\/p>\n<p><strong>Nigeria<\/strong> gave a strong <a href=\"https:\/\/admin.hrw.org\/AppData\/Local\/Microsoft\/Windows\/Temporary%20Internet%20Files\/rossj\/AppData\/Local\/Microsoft\/Windows\/max\/Downloads\/:%20https:\/papersmart.unmeetings.org\/media2\/7663460\/nigeria.pdf\"><u><span style=\"color: #0066cc;\">statement<\/span><\/u><\/a> in support of the ICC to the United Nations General Assembly on October 31, affirming \u201cNigeria\u2019s continuous commitment to support and cooperate with the court.\u201d<\/p>\n<p><strong>Senegal, <\/strong>at the UN General Assembly on October 31, \u201cinvite[d] all States Parties to contribute all of the assistance and cooperation necessary for the court.\u201d<\/p>\n<p><strong>Sierra Leone<\/strong> government spokesman Ajibu Tejan Jalloh made local headlines on October 28 in affirming that the country <a href=\"http:\/\/www.sierraloaded.com\/sierra-leone-will-not-quit-icc-government-spokesman\/\"><u><span style=\"color: #0066cc;\">will not quit<\/span><\/u><\/a> the ICC and that Sierra Leone is \u201ccommitted to peace and justice in our country.\u201d\u00a0\u00a0<\/p>\n<p><strong>Malawi <\/strong>Foreign Minister Francis Kasaila said on October 28 that, \u201cMalawi will <a href=\"http:\/\/www.times.mw\/malawi-sticks-to-international-criminal-court\"><u><span style=\"color: #0066cc;\">not be pressured<\/span><\/u><\/a> to leave the ICC by its neighbors.\u201d<\/p>\n<p><strong>Tanzania<\/strong> said in its <a href=\"https:\/\/papersmart.unmeetings.org\/media2\/7663471\/tanzania.pdf\"><u><span style=\"color: #0066cc;\">statement<\/span><\/u><\/a> to the UN General Assembly on October 31 that establishment of the ICC \u201cbecame an inspiration against impunity and injustice. The promise and hope is still relevant today, if not more urgent.\u201d\u00a0\u00a0<\/p>\n<p><strong>Zambia<\/strong>\u2019s Vice President Inonge Wina <a href=\"https:\/\/www.lusakatimes.com\/2016\/10\/28\/zambia-still-member-icc\/\"><u><span style=\"color: #0066cc;\">told<\/span><\/u><\/a> Zambia\u2019s parliament on October 28 that \u201cthe status of Zambia\u2019s membership\u201d in the ICC hasn\u2019t changed.<\/p>\n<p><strong>Botswana <\/strong>issued a <a href=\"https:\/\/www.facebook.com\/Botswana.Government\/posts\/1120005841415406\"><u><span style=\"color: #0066cc;\">detailed statement<\/span><\/u><\/a> in support of the ICC on October 25, and Foreign Minister Pelomoni Venson-Moitoi on October 26 <a href=\"http:\/\/www.reuters.com\/article\/us-africa-icc-botswana-idUSKCN12Q19S\"><u><span style=\"color: #0066cc;\">added<\/span><\/u><\/a>: \u201cPulling out [of the ICC] is not the solution. We should be working towards fixing\u201d the court.<\/p>\n<p>High-level African personalities and African activists have also made a robust call for African countries to remain with the ICC and for the countries that are withdrawing to reconsider.<\/p>\n<p>The <strong>African Group for Justice and Accountability<\/strong>\u2014which includes former Central African Republic President <a href=\"http:\/\/www.wayamo.com\/africa-group-for-justice-and-accountability\/members\/catherine-samba-panza\/\"><u><span style=\"color: #0066cc;\">Catherine Samba-Panza<\/span><\/u><\/a>, former UN High Commissioner for Human Rights <a href=\"http:\/\/www.wayamo.com\/africa-group-for-justice-and-accountability\/members\/navi-pillay\/\"><u><span style=\"color: #0066cc;\">Navi Pillay<\/span><\/u><\/a>, and former South African Constitutional Court Justice <a href=\"http:\/\/www.wayamo.com\/africa-group-for-justice-and-accountability\/members\/richard-j-goldstone\/\"><u><span style=\"color: #0066cc;\">Richard Goldstone<\/span><\/u><\/a>\u2014<a href=\"http:\/\/www.wayamo.com\/archives\/africa-group-statement-on-african-state-withdrawals-from-the-international-criminal-court\/\"><u><span style=\"color: #0066cc;\">called on<\/span><\/u><\/a> all states considering withdrawal to \u201creconsider and recommit themselves to the Rome Statute\u201d of the ICC.\u00a0\u00a0<\/p>\n<p><a href=\"http:\/\/theelders.org\/\"><strong><u><span style=\"color: #0066cc;\">The Elders<\/span><\/u><\/strong><\/a>\u2014which includes former UN Secretary-General Kofi Annan, Archbishop Emeritus of Cape Town and Nobel Peace Laureate Desmond Tutu, and international women\u2019s and children\u2019s rights advocate Gra\u00e7a Machel, <a href=\"http:\/\/theelders.org\/article\/elders-urge-all-states-commit-universal-impartial-international-criminal-court\"><u><span style=\"color: #0066cc;\">called on<\/span><\/u><\/a> countries considering withdrawal \u201cto change course and instead fight for much-needed reform from within, as members.\u201d<\/p>\n<p>Twenty-four African and international organizations issued <a href=\"https:\/\/www.hrw.org\/news\/2016\/10\/22\/south-africa-continent-wide-outcry-icc-withdrawal\"><u><span style=\"color: #0066cc;\">a statement<\/span><\/u><\/a> on October 22 calling South Africa\u2019s withdrawal \u201ca slap in the face for victims,\u201d and urging countries that believe in the rights of victims to affirm their support for the ICC. The global Coalition for the ICC also issued a statement on October 21 featuring South African advocates that strongly <a href=\"https:\/\/ciccglobaljustice.wordpress.com\/2016\/10\/21\/mandela-legacy-on-the-line-as-south-africa-moves-to-leave-icc\/\"><u><span style=\"color: #0066cc;\">opposed<\/span><\/u><\/a> to withdrawal. <a href=\"https:\/\/www.fidh.org\/en\/issues\/international-justice\/international-criminal-court-icc\/reject-impunity-don-t-withdraw-from-the-icc\"><u><span style=\"color: #0066cc;\">A global civil society statement<\/span><\/u><\/a> endorsed by African groups from at least 16 countries on October 27 said that, \u201cWithdrawal poses a threat to one of the greatest advances in justice of the 21st century.\u201d African civil society organizations\u2014including the <a href=\"http:\/\/www.icj-kenya.org\/news\/latest-news\/75-icj-kenya-s-statement-on-burundi-s-notice-to-withdraw-from-the-rome-statute\"><u><span style=\"color: #0066cc;\">International Commission of Jurists \u2013 Kenya<\/span><\/u><\/a>, the <a href=\"https:\/\/www.hrw.org\/sites\/default\/files\/supporting_resources\/declaration_cm_-cpi_mali_statement.pdf\"><u><span style=\"color: #0066cc;\">Mali Coalition for the ICC<\/span><\/u><\/a>, and the <a href=\"http:\/\/www.southernafricalitigationcentre.org\/2016\/10\/24\/salc-statement-on-south-africas-withdrawal-from-the-icc-and-withdrawal-of-bashir-constitutional-court-case-24-october\/\"><u><span style=\"color: #0066cc;\">Southern Africa Litigation Centre<\/span><\/u><\/a>\u2014issued individual statements opposing withdrawal.<\/p>\n<p>The ICC has the potential to deliver justice to victims of the world\u2019s worst crimes when national courts are unable or unwilling to prosecute. The ICC is not perfect and its reach needs to be expanded.
