Rodrigo Duterte<\/a>\u2019s first year as president of the Philippines should never be forgotten \u2013 for all the wrong reasons.<\/p>\n<\/div>\n

For those directly affected by his brutal and lawless \u201cwar on drugs\u201d, which has\u00a0claimed the lives of thousands of people<\/a>, the only hope is for an end to the suffering. But in the absence of a clear international declaration against Duterte\u2019s disastrous regime, that hope is in vain.<\/p>\n

The sad fact is that much of the suffering Duterte is inflicting\u00a0was entirely predictable<\/a>. The Philippines\u2019 human rights institutions are fragile, and Duterte came to office with a well-known record as a mayor who\u00a0sanctioned death squads<\/a>\u00a0to dole out vigilante justice in his city. But the international community\u00a0failed<\/a>\u00a0to respond to his election with due alarm, and it is still failing to realise the sheer destruction the Duterte administration is causing. How bad will it need to get before other nations back away from him?<\/p>\n

Nominally aimed at tackling a\u00a0much-hyped but poorly understood<\/a>\u00a0methamphetamine \u201ccrisis\u201d, the scores of extra-judicial killings have resulted in little capture of the networked organised crime Duterte says is behind the \u201cdrug menace\u201d. Instead people are gunned down in the middle of the street by vigilantes or by an increasingly brazen police force, whether\u00a0during arrest or in custody<\/a>. Their corpses are left in the street, sometimes with a cardboard sign saying \u201cdrug user\u201d or \u201cpusher\u201d.<\/p>\n

This is a matter of social cleansing, with many of the victims among the poorest people in Filipino society. And yet many nations refuse to sign a UN declaration condemning the policy.<\/p>\n

During the second half of 2016, Duterte\u00a0exploited<\/a>\u00a0his country\u2019s rising importance to the US by\u00a0coarsely insulting Barack Obama<\/a>\u00a0with impunity. But Trump\u00a0couldn\u2019t care less<\/a>\u00a0about Obama\u2019s \u201cpivot to Asia\u201d, and Duterte has duly pivoted to public words of admiration. Trump returned the favour by\u00a0praising Duterte<\/a>\u00a0for his \u201cunbelievable job on the drug problem\u201d.<\/p>\n

So far, Western powers have failed to show much care for the Philippines\u2019 dire human rights situation. While\u00a0the EU<\/a>\u00a0has perhaps been the most consistent and high-profile Duterte critic, one of its members has been particularly unhelpful. Britain\u2019s\u00a0grovelling post-Brexit vote trade visit<\/a>\u00a0signalled it is perfectly ready to deviate from the EU\u2019s collective stance against human rights abuses once it quits the bloc.<\/p>\n

As if that wasn\u2019t bad enough, the UN high commissioner for human rights had to admonish Britain\u2019s prime minister, Theresa May, for\u00a0comments about<\/a>\u00a0human rights getting \u201cin the way\u201d of the fight against terrorism. It was a \u201cgift to despots\u201d said the commissioner. It is a gift to Duterte, and it only makes the situation worse for Filipinos, who are forced to bear the brunt of his violent rule.<\/p>\n

Rebranding the threat<\/h2>\n

It doesn\u2019t have to be this way. Duterte is vulnerable and sensitive to foreign criticism, and has little with which to protect himself other than insults. Yet countries such as\u00a0Australia<\/a>\u00a0and\u00a0the US<\/a>\u00a0are providing military assistance to Duterte apparently without applying any serious pressure.<\/p>\n

Their help with\u00a0airborne intelligence<\/a>\u00a0and \u201cspecial forces liaison\u201d is offered on the pretext of fighting a local militant group\u00a0supposedly linked to IS<\/a>, now laying siege to the city of\u00a0Marawi<\/a>.<\/p>\n

It\u2019s one thing to overlook Duterte\u2019s war on drugs to help him fight a violent insurgency notionally linked to the so-called Islamic State (IS), but even that flawed alliance has its problems. How can these countries defend their support for a leader who publicly says he is willing to\u00a0kill civilians<\/a>\u00a0\u2013 in direct opposition to international humanitarian law?<\/p>\n

Duterte is using IS as a pretext for more abuses, and headlines linking the situation in the southern Philippines to IS with little to no evidence play into his hands. But alas, this tendency has a long history.<\/p>\n

The Philippines\u2019 half-century-old Muslim insurgency has repeatedly been spuriously accused of links with global militant Islamist networks, notably al-Qaeda during the US\u2019s own post-9\/11 \u201cwar on terror\u201d. Now, the same claims are simply being rehashed to fit the narrative of a new global threat.<\/p>\n

Those nations with interests and relationships with Duterte deserve to be held to account for their silence and tolerance of his crimes. They also need to wake up to the consequences of their inaction. Both the\u00a0International Criminal Court<\/a>\u00a0and the\u00a0UN\u2019s rapporteur on extra-judicial killings<\/a>\u00a0have had Duterte in their sights for much of his first year \u2013 if not since his time as mayor.<\/p>\n

If Western nations want to uphold the legitimacy of these institutions and the values of universal human rights, they must support them and help put pressure on this calamitous despot.<\/p>\n
