Because the 2015 Algiers accord -- meant to reconcile the north and south and their communities -- has not been implemented, the situation is deteriorating dangerously. And it is worrying people both in Mali and the international community, especially since the country is due to hold presidential elections this year in a security situation that is worsening all across Mali.\u00a0<\/p>\n<p>\u201cThe longer we take to implement the security provisions of the Accord, the more the situation will deteriorate and the less chance we will have of saving the rest,\u201d admits Ilad Ag Mohamed, spokesperson for the Coordination of Azawad movements. The presidential elections, theoretical guarantee of a smooth transition, are uncertain, even if the government denies it has plans to postpone them for \u201cexceptional security reasons\u201d, as <a href=\"fr\/justice-reconciliation\/36038-exception-insecurite-elections-afrique-rdc.html?Itemid=102\" target=\"_blank\" rel=\"noopener\">discussed<\/a> on this website by\u00a0jurist Didier Niewiadowski. \u201cInsecurity creates uncertainty around the timing of elections, even if imperfect elections are better than none at all,\u201d says\u00a0Moussa\u00a0 Mara, a former Prime Minister.\u00a0<\/p>\n<p>In addition to political violence by Islamist groups and others, there is a climate of criminal violence fuelled by armed groups of multiple persuasions. \u201cIn the regions suffering the worst economic problems, there is a big temptation for some people to resort to brutal methods against the population to satisfy their own needs,\u201d writes Ibrahim Ma\u00efga, a researcher at the Institute of Security Studies.<\/p>\n<h3>Violence and impunity\u00a0<\/h3>\n<p>These links between political violence and criminal violence are <a href=\"en\/justice-reconciliation\/36424-how-political-violence-can-become-criminal-violence.html\" target=\"_blank\" rel=\"noopener\">analysed<\/a> by our editorial advisor Pierre Hazan. \u00a0\u201cThe continuum between political and criminal violence is insufficiently explored,\u201d he writes. \u201cIt is as though a society suddenly changes when peace has been agreed, but a society brutalized and traumatized by years of conflict still carries the legacy of violence for a long time.\u201d\u00a0<\/p>\n<p>In Tunisia too, all is still too play for, <a href=\"fr\/justice-reconciliation\/36420-selon-hrw-en-tunisie-la-tension-entre-les-avancees-et-les-reculs-rend-la-lecture-des-droits-humains.html\" target=\"_blank\" rel=\"noopener\">according to Amna Guellali<\/a>, director in Tunis for Human Rights Watch. \u201cIn the last seven years [i.e. since the Revolution] there has not been any fundamental reform of the security apparatus,\u201d she says. \u201cWe see above all the prevalence of widespread impunity, which can only lead to continuation of the same practices.
