In the wide domain of \u201ctransitional justice\u201d, reconciliation processes are the key to transition, as we see in many countries. \u00a0<\/strong><\/em>\u00a0<\/p>\n

Mali, for example, is showing this once again through its weaknesses, as Justiceinfo\u2019s Bamako correspondent Bokar Sangar\u00e9 explains<\/a>. Because the 2015 Algiers accord -- meant to reconcile the north and south and their communities -- has not been implemented, the situation is deteriorating dangerously. And it is worrying people both in Mali and the international community, especially since the country is due to hold presidential elections this year in a security situation that is worsening all across Mali.\u00a0<\/p>\n

\u201cThe longer we take to implement the security provisions of the Accord, the more the situation will deteriorate and the less chance we will have of saving the rest,\u201d admits Ilad Ag Mohamed, spokesperson for the Coordination of Azawad movements. The presidential elections, theoretical guarantee of a smooth transition, are uncertain, even if the government denies it has plans to postpone them for \u201cexceptional security reasons\u201d, as discussed<\/a> on this website by\u00a0jurist Didier Niewiadowski. \u201cInsecurity creates uncertainty around the timing of elections, even if imperfect elections are better than none at all,\u201d says\u00a0Moussa\u00a0 Mara, a former Prime Minister.\u00a0<\/p>\n

In addition to political violence by Islamist groups and others, there is a climate of criminal violence fuelled by armed groups of multiple persuasions. \u201cIn the regions suffering the worst economic problems, there is a big temptation for some people to resort to brutal methods against the population to satisfy their own needs,\u201d writes Ibrahim Ma\u00efga, a researcher at the Institute of Security Studies.<\/p>\n

Violence and impunity\u00a0<\/h3>\n

As we know, impunity fuels abuses.\u201d\u00a0<\/p>\n

Far away in Nepal<\/a>, human rights activists disappointed by inadequate transitional justice are saying the same thing: \u201cIf the commissions again fail to fulfil victims\u2019 demands for truth seeking and justice, people will lose faith in these mechanisms, raising serious questions of credibility for the future course of justice.\u201d<\/p>\n
