{"id":37146,"date":"2018-04-15T17:25:43","date_gmt":"2018-04-15T15:25:43","guid":{"rendered":"https:\/\/www.justiceinfo.net\/37146-week-in-review-gambia-forgotten-car-at-risk.html"},"modified":"2018-04-15T17:25:43","modified_gmt":"2018-04-15T15:25:43","slug":"week-in-review-gambia-forgotten-car-at-risk","status":"publish","type":"post","link":"https:\/\/www.justiceinfo.net\/en\/37146-week-in-review-gambia-forgotten-car-at-risk.html","title":{"rendered":"Week in Review: Gambia forgotten, CAR at risk"},"content":{"rendered":"<p><em><strong>This week we looked at Gambia, a small West African country forgotten since its successful transition from 22 years of bloody and madcap dictatorship under Yahya Jammeh.<\/strong><\/em><\/p>\n<p>But a year after the arrival in power in January 2017 of President Adama Barrow \u2013 democratically elected in December 2017 --, victims are disappointed.<\/p>\n<p>They feel forgotten and neglected, <a href=\"fr\/justice-reconciliation\/37034-gambie-une-niece-jammeh-au-coeur-de-la-campagne-contre-l-ex-dictateur.html?Itemid=102\" target=\"_blank\" rel=\"noopener\">writes<\/a> our special envoy to Banjul Maxime Domegni. Among the victims is Yahya Jammeh\u2019s own niece Ayesha, who is now engaged in defending the memory of her father and her aunt, both members of the Jammeh family killed by their own brother Yahya.\u00a0\u201cAt 27, she chose to shoulder a big responsibility of national and even international importance,\u201d writes Maxime Domegni. \u201cShe is demanding justice for her own relatives but also for some one thousand victims registered by the Gambia Center for Victims of Human Rights Violations, of which she is a leading light.\u201d<\/p>\n<p>That is not without causing problems for this young woman, notably within her own Jola ethnic group -- that of the former president --, who are \u201cretreating into their ethnic identity, for example viewing with great suspicion the launch of the Truth Commission and the campaign to bring perpetrators of the old regime to justice\u201d.<\/p>\n<p>Ayesha knows no more about the circumstances of her father\u2019s death than other Gambians who, since the fall of the old regime, have become accustomed to learning about some of its horrors in the press. \u201cMore than ten years after it happened, you turn on the radio and hear a junguler [member of Jammeh\u2019s militia] telling how he killed your Dad. And you are sitting somewhere listening to that. Your heart breaks once again.\u201d<\/p>\n<p>In an interview <a href=\"fr\/justice-reconciliation\/37037-video-jammeh.html\" target=\"_blank\" rel=\"noopener\">filmed\u00a0<\/a>on JusticeInfo.net, Marion Volkmann, a human rights activist from Human Rights Watch in charge of the #Jammeh2Justice campaign, explains that a voice must first be given to victims. \u201cGambians need to tell their story,\u201d she says. She stresses the need for \u201cGambian political will\u201d to bring the former president and his accomplices to justice. Marion Volkmann says she is\u00a0optimistic, and thinks that Yahya Jammeh will be brought to justice one day like former Chadian dictator Hiss\u00e8ne Habr\u00e9.<\/p>\n<h3>Mali and the CAR<\/h3>\n<p>Another country experiencing a difficult transition is Mali, as Serge Michailof from our partner The Conversation <a href=\"https:\/\/theconversation.com\/mali-comment-sortir-de-limpasse-strategique-94462?utm_medium=email&amp;utm_campaign=La%20lettre%20de%20The%20Conversation%20France%20du%2012%20avril%202018%20-%2099058605&amp;utm_content=La%20lettre%20de%20The%20Conversation%20France%20du%2012%20avril%202018%20-%2099058605+CID_9d08072072050ea38da7585c45707961&amp;utm_source=campaign_monitor_fr&amp;utm_term=Mali%20comment%20sortir%20de%20limpasse%20stratgique\" target=\"_blank\" rel=\"noopener\">explains<\/a>. According to him the Malian army \u201cis still clearly unable to contain the spread of insecurity\u201d, because \u201cin fragile countries like Mali, most institutions are prey to networks of cronies, and this is a big source of inefficiency\u201d.\u00a0<\/p>\n<p>\u201cWhat needs to be rebuilt is not only the Malian army but the country\u2019s whole security system, which requires strong political will to sacrifice cronyism and ensure efficiency,\u201d he explains.<\/p>\n<p>The analysis is similar of the Central African Republic by expert Didier Niewiadowski, who <a href=\"fr\/justice-reconciliation\/37087-apres-les-deux-soudan-deux-centrafrique.html\" target=\"_blank\" rel=\"noopener\">says he fears<\/a> a partition of the country like that in Sudan. \u201cIn the Central African Republic, over the years, the State has become more and more fictitious, especially in the eastern regions near Sudan, South Sudan and the DRC,\u201d he writes. \u201cThe split between the east of the country, mainly peopled by Nilotic, Arabic speaking Muslims, and the mainly francophone, Christian and animist west is being exacerbated by the abuses of groups from all origins,\u201d he writes. \u00a0And, he concludes, \u201c2018 will be a decisive year for the future of the Central African State, whose demise would not be without consequences for the two Congos, Cameroon and Chad\u201d.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>This week we looked at Gambia, a small West African country forgotten since its successful transition from 22 years of bloody and madcap dictatorship under Yahya Jammeh.
