In response, some militia have organized protest shut-downs in the areas under their control. And over the weekend these former rivals, now magically reconciled, started gathering heavily armed forces at Kaga Bandoro, in the north. What are they planning? The UN force has issued a warning.<\/strong><\/em><\/p>\n<p>Frequently accused of doing nothing, the UN force decided to act in the capital by launching on April 8\u00a0\u201coperation Soukoula Km5\u201d to disarm the gangs infesting this strategic district. The shopkeepers of PK5 \u2013 a kind of Muslim enclave and economic lungs of Bangui \u2013 were fed up with extortion. But the groups targeted immediately claimed it was religious persecution, a complaint taken up by certain opinion leaders.<\/p>\n<p>In an address to the nation on April 11, President Faustin Archange Touadera, who is Christian, did not hide his anger. \u201cWe are working to bring peace back to our country, but each time some people try to instrumentalize the situation for political reasons by talking about Christians and Muslims.\u201d<\/p>\n<p>Three days later, ex-Seleka faction members started regrouping in Kaga Bandoro, main town of the Nana Gribizi prefecture. According to the Network of Central African Journalists for Human Rights (RJDH in French), they are arriving heavily armed from Birao, Nd\u00e9l\u00e9, Moyenne-Sido and Kabo in 4x4 vehicles and on motorbikes.<\/p>\n<p>Similarly reported on Radio Ndeke Luka, on the basis of reliable eyewitness testimonies, that \u201cthere are elements from the Patriotic Movement for the Central African Republic (MPC) of general Mahamat Al-Khatim, fighters from the Union for Peace in the Central African Republic (UPC) of general Ali Darassa, and from the Popular Front for Central African Republic Renaissance (FPRC) of Noureddine Adam. These three warlords were all pillars of the Seleka coalition which forced president Fran\u00e7ois Boziz\u00e9 from power in March 2013 and put Michel Djotodia in charge of the country. Since the Seleka was dissolved they have been rivals, but nevertheless share the feeling that the Central African Republic\u2019s Muslim community is marginalized and ignored. According to the RJDH, Noureddine, the most fearsome of the three, is already in Kaga Bandoro.<\/p>\n<h3>MINUSCA tries to reassure<\/h3>\n<p>What does this sabre-rattling mean? \u201cWe have indeed established the arrival of some FPRC elements,\u201d UN mission (MINUSCA) spokesman Vladimir Monteiro told Radio Ndeke Luka. \u201cMINUSCA is following this situation closely, but for the moment there is no threat to the population.\u201d<\/p>\n<p>\u201cWe are continuing to tell the armed groups that they must stay within the logic of dialogue, in line with the African Union peace initiative,\u201d he continued. \u201cOperation 'Soukoula Km5' launched on April 8 targets criminal groups, not the Muslim community.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The latest joint operation by UN peacekeepers and Central African forces in Bangui\u2019s PK5 district is viewed by factions of the ex-Seleka rebels as an attack on Muslims.
