Most international humanitarian law scholars say yes. And the International Criminal Court <a href=\"https:\/\/www.admin.ch\/gov\/en\/start\/documentation\/media-releases.msg-id-77442.html\" target=\"_blank\" rel=\"noopener noreferrer\">added<\/a> starvation as a war crime to their statute in December 2019.<\/p>\n<p>But how do you prosecute it? \u201cStarvation and famines rarely occur in a vacuum,\u201d says our guest <a href=\"https:\/\/twitter.com\/CatrionaMurdoc1\" target=\"_blank\" rel=\"noopener noreferrer\">Catriona Murdoch<\/a>. She works with <a href=\"https:\/\/www.globalrightscompliance.com\/en\/members\/catriona-j-murdoch\" target=\"_blank\" rel=\"noopener noreferrer\">Global Rights Compliance<\/a>, and has <a href=\"https:\/\/academic.oup.com\/jicj\/article\/17\/4\/849\/5652244\" target=\"_blank\" rel=\"noopener noreferrer\">written extensively <\/a>on the subject.<\/p>\n<p>She\u2019s pointed out how food insecurity, malnutrition and disease are often factors already in play when a country is at war, let alone climate and resource issues. Finding the evidence to link individuals to a decision to deprive civilians from food will most likely depend on evidence of blockades (think <a href=\"https:\/\/starvationaccountability.org\/wp-content\/uploads\/2019\/09\/WPF-GRC-POLICY-BRIEF-Accountability-for-Starvation-Yemen-Sept-2019.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Yemen<\/a>), sieges of humanitarian workers (think <a href=\"https:\/\/starvationaccountability.org\/wp-content\/uploads\/2019\/11\/Accountability-for-Starvation-South-Sudan.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">South Sudan<\/a>), cutting off relief supplies (think <a href=\"https:\/\/starvationaccountability.org\/wp-content\/uploads\/2019\/11\/Accountability-for-Starvation-Syria.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Syria<\/a>), she says.<\/p>\n<p>Her choice of a book was by the <a href=\"https:\/\/www.europaeditions.com\/book\/9781609455286\/a-girl-returned\" target=\"_blank\" rel=\"noopener noreferrer\">The Girl Returned<\/a> by Donatella Di Pietrantonio.
