{"id":14470,"date":"2012-08-14T15:07:55","date_gmt":"2012-08-14T13:07:55","guid":{"rendered":"https:\/\/www.justiceinfo.net\/14470-140712-rwandacpi-kigali-et-washington-demandent-larrestation-de-mudacumura.html"},"modified":"2012-08-14T15:07:55","modified_gmt":"2012-08-14T13:07:55","slug":"140712-rwandacpi-kigali-et-washington-demandent-larrestation-de-mudacumura","status":"publish","type":"post","link":"https:\/\/www.justiceinfo.net\/fr\/14470-140712-rwandacpi-kigali-et-washington-demandent-larrestation-de-mudacumura.html","title":{"rendered":"14.08.12 - RWANDA\/CPI - KIGALI ET WASHINGTON DEMANDENT L\u2019ARRESTATION DE MUDACUMURA"},"content":{"rendered":"<p>Kigali, 14\u00a0ao\u00fbt 2012 (FH) \u2013 Le Rwanda et les Etats-Unis ont lanc\u00e9 lundi \u00e0 Kigali un appel pour l\u2019arrestation du g\u00e9n\u00e9ral Sylvestre Mudacumura, recherch\u00e9 par Cour p\u00e9nale internationale (CPI) pour crimes commis en R\u00e9publique d\u00e9mocratique du Congo (RDC).<\/p>\n<p><!--more--><\/p>\n<p>L\u2019appel a \u00e9t\u00e9 lanc\u00e9 lors d\u2019une conf\u00e9rence de presse conjointe par le procureur g\u00e9n\u00e9ral du Rwanda Martin Ngoga et l\u2019ambassadeur itin\u00e9rant des Etats-Unis pour les crimes de guerre, Stephen Rapp, arriv\u00e9 au Rwanda en provenance de la RDC.<\/p>\n<p>\u00ab C\u2019est une chose de dire qu\u2019il y a un acte d\u2019accusation de la CPI mais cela n\u2019a pas de sens si aucun effort cons\u00e9quent n\u2019est d\u00e9ploy\u00e9 pour l\u2019arr\u00eater \u00bb, a d\u00e9clar\u00e9 Ngoga, dont les propos \u00e9taient repris mardi sur Radio Rwanda.<\/p>\n<p>La communaut\u00e9 internationale sait que Mudacumura se trouve en RDC et elle y est pr\u00e9sente \u00e0 travers sa Force internationale, la MONUSCO, a d\u00e9clar\u00e9 le magistrat rwandais.<\/p>\n<p>Abondant dans le m\u00eame sens, le diplomate am\u00e9ricain a indiqu\u00e9 que l\u2019arrestation devrait \u00eatre d\u2019autant plus facile que \u00ab les Nations unies sont \u00e0 l\u2019\u0153uvre sur place \u00bb.<\/p>\n<p>Les juges de la CPI ont lanc\u00e9 le 14 juillet un mandat d'arr\u00eat contre le chef rebelle hutu rwandais, pour neuf chefs de crimes de guerre, notamment meurtres, attaques contre la population civile et pillages commis en 2009 et 2010, en RDC.<\/p>\n<p>Mudacumura, 58 ans, est vice-pr\u00e9sident des FDLR et chef supr\u00eame des Forces Combattantes Abacunguzi (FOCA), la banche arm\u00e9e des FDLR.<\/p>\n<p>La R\u00e9publique d\u00e9mocratique du Congo a ratifi\u00e9 le Statut de Rome, trait\u00e9 fondateur de la CPI, s'engageant ainsi \u00e0 coop\u00e9rer avec la Cour, qui ne dispose pas de force de police propre et compte sur les Etats pour lui livrer ceux qu'elles veut juger.Des poursuites avaient \u00e9t\u00e9 lanc\u00e9es par la CPI contre un autre haut responsable des FDLR, Callixte Mbarushimana, leur secr\u00e9taire ex\u00e9cutif, pour crimes contre l'humanit\u00e9 et crimes de guerre en RDC.
