Arusha, 07 septembre 2013 (FH) \u2013 La Cour p\u00e9nal internationale (CPI) exhorte le Nig\u00e9ria \u00e0 arr\u00eater imm\u00e9diatement le pr\u00e9sident soudanais Omar B\u00e9chir et le transf\u00e9rer au si\u00e8ge de l\u2019institution, \u00e0 La Haye, aux Pays-Bas, si une nouvelle occasion se pr\u00e9sente.<\/p>\n

Sous le coup de deux mandats d\u2019arr\u00eat de la CPI, Omar el-B\u00e9chir s\u2019est d\u00e9plac\u00e9 au Nig\u00e9ria en juillet dernier pour participer \u00e0 un sommet de chefs d\u2019Etat africains sur le sida, la tuberculose et le paludisme.Alors que le sommet devait se d\u00e9rouler du 12 au 16 juillet, le chef de l\u2019Etat soudanais a quitt\u00e9 le Nig\u00e9ria avant la fin du sommet.Saisis par le procureur, les juges avaient rendu, le 15 juillet, une d\u00e9cision exhortant le Nig\u00e9ria, partie au Statut de Rome cr\u00e9ant la CPI, \u00e0 mettre la main sur le chef de l\u2019Etat soudanais. Ils avaient par ailleurs ordonn\u00e9 au greffe de dresser par la suite un rapport sur l\u2019ex\u00e9cution de leur ordonnance. La CPI peut saisir l\u2019Assembl\u00e9e des Etats-parties au Statut de Rome, en cas de manque de coop\u00e9ration de la part d\u2019un pays signataire du texte fondateur de la Cour.Selon le rapport du greffier, les autorit\u00e9s du Nig\u00e9ria ont expliqu\u00e9 que le suspect \u00e9tait reparti pr\u00e9cipitamment, alors que les instances nig\u00e9rianes concern\u00e9es examinaient la proc\u00e9dure \u00e0 suivre pour honorer les obligations internationales de leur pas.Pour ces raisons, la chambre ne juge pas appropri\u00e9 pour l\u2019instant de saisir l\u2019Assembl\u00e9e des Etats-parties, explique-t-elle dans une d\u00e9cision rendue vendredi.Omar B\u00e9chir\u00a0 est recherch\u00e9 pour diff\u00e9rents crimes - g\u00e9nocide notamment- commis dans la r\u00e9gion du Darfour, dans l\u2019Ouest de son pays.ER<\/p>\n","protected":false},"excerpt":{"rendered":"
