Le projet doit d\u00e9sormais faire l'objet d'un d\u00e9bat populaire, du 13 ao\u00fbt au 15 novembre. Un r\u00e9f\u00e9rendum sera ensuite organis\u00e9 avant l'adoption finale.\u00a0<\/p>\n<p>\"Nous sommes face \u00e0 un projet qui contribuera, apr\u00e8s la consultation populaire et le r\u00e9f\u00e9rendum, \u00e0 renforcer l'unit\u00e9 des Cubains autour de la r\u00e9volution\", a d\u00e9clar\u00e9 le pr\u00e9sident Miguel Diaz-Canel, \u00e0 l'issue de la session parlementaire de deux jours.\u00a0<\/p>\n<p>M. Diaz-Canel, qui a succ\u00e9d\u00e9 au pouvoir \u00e0 Raul Castro le 19 avril, a soulign\u00e9 que, lors de la consultation, \"chaque Cubain pourra exprimer librement ses opinions et contribuer \u00e0 un texte constitutionnel qui refl\u00e8te le pr\u00e9sent et l'avenir de la patrie\".\u00a0<\/p>\n<p>Le projet, de 224 articles, r\u00e9affirme \"le caract\u00e8re socialiste\" du syst\u00e8me politique cubain ainsi que le r\u00f4le dirigeant du parti communiste, parti unique.\u00a0<\/p>\n<p>Le texte maintient invariablement ses fondements \u00e9conomiques: \"La propri\u00e9t\u00e9 socialiste de tout le peuple et la planification de l'\u00e9conomie\".\u00a0<\/p>\n<p>Cependant, la r\u00e9f\u00e9rence \u00e0 la future \"soci\u00e9t\u00e9 communiste\" est retir\u00e9e du nouveau texte fondamental.<\/p>\n<p>Apr\u00e8s quatre d\u00e9cennies d'une \u00e9conomie \u00e9tatis\u00e9e dans sa quasi-totalit\u00e9, les r\u00e9formes de Raul Castro ont stimul\u00e9 l'entrepreneuriat priv\u00e9, qui emploie d\u00e9sormais 591.000 personnes, selon les chiffres officiels, soit 13% de la population active.<\/p>\n<p>Le projet jette les bases pour l'int\u00e9gration de diff\u00e9rents acteurs \u00e9conomiques, en reconnaissant le r\u00f4le du march\u00e9 dans l'\u00e9conomie de l'\u00eele, les investissements \u00e9trangers et d'autres formes de propri\u00e9t\u00e9, notamment priv\u00e9e.
