  Kigali , 3 juillet 2007 (FH)- Le gouvernement rwandais a décidé que les travaux d’intérêt général (TIG), peine alternative à l’incarcération, précèdent l’emprisonnement proprement dit dans l’exécution des condamnations prononcées par les tribunaux gacacas, a-t-on appris de source officielle mardi.  
\nJuridictions semi -traditionnelles, les gacacas sont chargées de juger la plupart des responsables présumés du génocide de 1994 qui a fait, selon Kigali, près d’un million de tués, essentiellement au sein de l’ethnie tutsie.   Une loi organique de mars dernier prévoit, pour certaines catégories de condamnés pour génocide, trois phases et modes d’exécution de la peine : prison ferme, sursis et TIG.   En décidant que les condamnés exécutent d’abord les TIG, le gouvernement espère «réduire sensiblement le nombre d'entrées dans les prisons et normaliser la situation à l'intérieur » de ces centres de détention, a indiqué mardi à Kigali, Domitille Mukantaganzwa, Secrétaire exécutive du Service national des juridictions gacacas (SNJG).   Mme Mukantaganzwa s’exprimait lors d’une rencontre avec les organisations « partenaires du processus gacaca ».   Elle a cependant reconnu, lors de cette réunion, que « certaines gens ont du mal à comprendre qu’un condamné à l’emprisonnement puisse commencer par les TIG en attendant la prison ».   Face au nombre colossal des accusés, environ 800.000 personnes, le gouvernement est obligé de faire « des choix durs », selon les termes du ministre de la Justice, Tharcisse Karugarama.   Au 22 juin dernier, le pays comptait 98.055 personnes détenues pour génocide, selon le Service des juridictions gacacas.   SRE\/ER\/AT © Agence Hirondelle<\/p>\n","protected":false},"excerpt":{"rendered":"
