Augustin Hategeka was Governor of Gitarama, central Rwanda, a few years after the genocide, before being elected Mayor of Muhanga, a position which he resigned in 2007 "for personal reasons", reported Radio Rwanda on Wednesday.
A gacaca appeals court sitting in Gitarama acquitted Hategeka of all charges.
The appeal judges did not find credible testimonies which were basis on which the first instance chamber had delivered a guilty verdict, according to the League for Human Rights in the Great Lakes Region (LDGL).
At the opening of the appeal trial, on 16 August, two witnesses accused him of having played a part in the massacre of several teachers from Gitarama.
At the second and last hearing on Tuesday, all the witnesses who were heard defended Hategeka.
