23.07.11 - RWANDA/PRISONS - FORMER DFLR COMMANDER APPOINTED HEAD OF RWANDA CORRECTIONAL SERVICE

Arusha, July 23, 2011 (FH) - The former commander of the Democratic Forces for the Liberation of Rwanda (DFLR), General Paul Rwarakabije, was appointed on Saturday Commissioner General of Rwanda's Correctional Service (RCS).

RCS is a merger of Rwanda's penitentiary system and of the community work organization TIG (Travaux d'intérêt général) which offers genocide convicts alternative sentences to imprisonment.

According to a government press release, the former head of Rwanda's prisons, Mary Gahonzire, was appointed Deputy Commissioner General of the RCS.

Prior to his nomination, General Paul Rwarakabije was a member of the National Commission for demobilization.

After the victory of the Rwandan Patriotic Front (RPF) in July 1994, he fled to Zaire where he founded the Democratic Forces for the Liberation of Rwanda with other former officers. He became the head of the DFLR military branch until he rallied the new Rwandan Army in 2004.

After being tried for his alleged participation in the 1994 genocide, he was acquitted in July 2009.

Paul Rwarakabije, then a colonel, was a staff officer of the Gendarmerie in 1994.
