23.08.07 - RWANDA/DEFENCE- RWANDAN LAWYERS ORGANIZE A CONFERENCE IN KIGALI

Arusha, 23 August 2007 (FH) - The bar association of Kigali is organizing next week, at the occasion of the organization's tenth anniversary, a three day international conference on the subject of defence rights.   

The Rwandan Minister of Justice, Tharcisse Karugarama, should open the conference Monday before a first workshop entitled "the right of defence and the right to defence" get underway.
 
The following day, Tuesday, will be devoted to the participation of Rwandan lawyers in international justice. The registrar of the International Criminal Tribunal for Rwanda (ICTR), Adama Dieng, will speak. The prospect for the trials of defendants transferred from the ICTR will certainly be evoked.
 
The last day, Wednesday, will be devoted to the synthesis of work and the study of the legal assistance and legal aid system.
 
The legal aid that the defendants at the ICTR have access to is not universal in Rwanda, even if the law creating the bar association foresees it. Thanks to external financings (lawyers without borders, Belgian co-operation, UNDP) two lawyers have been hired in each province.
