23.03.09 - ICTR/UN - TOP UN LEGAL OFFICER ARRIVES IN ARUSHA TOMORROW

Arusha, 23 March 2009 (FH) - The United Nations Under Secretary General for Legal Affairs and UN Counsel, Patricia O' Brien, tomorrow arrives in Arusha Tuesday night to begin her three-day official visit to the International Criminal Tribunal for Rwanda (ICTR), trying key suspects of the 1994 genocide.

According to the Spokesman of ICTR, Roland Amoussouga, she would meet ICTR officials on Wednesday and also hold a meeting with ICTR staff members.

During her stay, she is due to also discuss on the implementation of ICTR's mandate and exit strategy.

She will fly to Nairobi, Kenya on Friday where she is expected to exert pressure on Kenyan authorities over allegations of sheltering Rwanda 1994 genocide fugitive, Felician Kabuga. On 30 March, she is expected to arrive in Kigali, Rwanda.

In Rwanda, the top UN Legal officer is expected to dwell on creation of a "residual mechanism" of ICTR.

The residual mechanism is a structure which will have the role of managing issues which will not have been settled at the closing of all first instance trials at the Tribunal by end of this year as directed by the UN Security Council.

The appeal cases are expected to be closed by end of 2010.
