22.01.10 - ICTR/RWANDA - REGIONAL NGO CALLS FOR STRENGHTENING OF THE RWANDAN JUDICIARY

Arusha, January 22, 2010 (FH) - The Great Lakes Region Human Rights League (LDGL) appealed on Friday to the international community to help strengthen Rwanda's judiciary as the International Criminal Tribunal for Rwanda (ICTR) prepares to wind up its activities by the end of this year.

"International Criminal Courts cannot fulfill the mission of national judiciaries. (...) They play a subsidiary role", reads a report released on Friday by the umbrella organization for human rights NGOs in the region. The text adds that the states in the Great Lakes region should also do their part to strengthen "judiciary institutions which are more visible for, and more accountable to, the national community".

LDGL affiliates more than 20 Human Rights associations from Rwanda, Burundi and the Democratic Republic of the Congo (DRC).
