15.09.10 - RWANDA/GENOCIDE - FRANCE REFUSES TO EXTRADITE RWANDAN DOCTOR EUGENE RWAMUCYO

Arusha, September 15, 2010 (FH) - A French Appeals court in Versailles on Wednesday rejected a request from Kigali to extradite Rwandan doctor Eugène Rwamucyo, who is suspected of involvement in the 1994 genocide.

The court also ordered the release of Rwamucyo, who was arrested in May while attending a funeral in Sannois (near Paris) following an international arrest warrant issued by Rwandan authorities in 2007.

Rwamucyo allegedly took part in genocidaires meetings in Butare (South of Rwanda) in 1994, one being held by then Prime minister Jean Kambanda, who has been sentenced to life in jail by the International Criminal Tribunal for Rwanda (ICTR).

However, the doctor is still the subject of a complaint filed in Paris in 2008 by an organization defending  Rwandan's victims families (CPCR), which accuses him of genocide and crimes against humanity.

France has transferred three Rwandan suspects to the ICTR but judges have so far refused to extradite genocide suspects to Kigali. Recently, French courts have ruled that the suspects cannot expect a fair trial in Rwanda.
