At the time of the 1994 genocide, Uwinkindi was Pastor in charge of the parish of Kayenzi. The International Criminal Tribunal for Rwanda (ICTR) has indicted him for genocide and extermination for allegedly supervising or personally participating in murders of Tutsis.

Last week, he became the first detainee of the UN court to be transferred for trial in Rwanda.

Uwinkindi has been jailed at the Kigali Central Prison since his return.

Two ICTR legal staff based in Kigali have been appointed to act as “ interim monitors” of Uwinkindi's prison conditions and trial procedures in Rwanda, pending conclusion of negotiations between the ICTR and the African Commission on Human and People's Rights (ACHPR).

The transfer could be revoked at any time in case of violation of the rights of the defence.
