28.09.12 - WEEKLY SUMMARY - ICTR TO SEAL DEAL WITH ACHPR TO MONITOR CASES IN RWANDA, UWINKINDI BAIL APPEAL REJECTED

Arusha, September 28, 2012 (FH) –The International Criminal Tribunal for Rwanda (ICTR) this week announced to have completed talks with African Commission on Human and People’s Rights (ACHPR) to monitor referral cases in Rwanda, while a Rwandan court rejected the bail appeal by Pastor Jean Uwinkindi.

Tribunal agrees with ACHPR to monitor cases: On Tuesday, the spokesperson of the Tribunal Roland Amoussouga announced they had agreed with the African Commission on Human and People’s Rights (ACHPR) to monitor cases transferred to Rwanda for trial. He said a Memorandum of Understanding would be soon signed and the ACHPR would thereafter start its monitoring of the case for Pastor Jean Uwinkindi.

Court dismissed appeal by Rwandan pastor: The High Court in Kigali Monday dismissed the appeal by Rwandan Pastor Jean Uwinkindi, challenging a lower court decision to deny him bail. Judge Antoine Muhima said Uwinkindi’s appeal request lacked genuine reasons to warrant the bail sought. The court remanded him for 30 days, as he waits his trial to begin. He is charged with genocide and extermination.

Bemba, the leader of the Movement for the Liberation of Congo (MLC), is charged with crimes against humanity and crimes of war mainly for his command responsibility in crimes committed by his troops in the Central African Republic between 2002 and 2003.
