"He is a very important part of the whole scheme", said Kennedy on Renzaho's alleged role in the genocide. Renzaho has also been accused by the Rwandangovernment and human rights organisations of being one of the senior architects of killings of an estimated One million ethnic Tutsis and moderate Hutus in the country and more specifically in Kigali during the genocide. He is also on a list of fifteen senior genocide suspects for whose arrest the US government offered $5 million earlier this year. Until his arrest, analysts regarded Renzaho as a difficult suspect to apprehend due to an alleged close relationship with the DRC government. He has also reportedly fought along side the DRC army in its war against Rwandan and Ugandan backed rebels in the east of the country. In a highly publicised picture of the swearing in ceremony of DRC president Joseph Kabila in early 2002, Renzaho appears seating behind the president. At the time of his arrest, the ICTR registrar, Adama Dieng was in the DRC capital, Kinshasa. The ICTR has been negotiating with the DRC government to arrest genocide suspects living in the country. Kennedy told Hirondelle that Renzaho had been arrested under an ICTR rule that provides for arrest of a suspect without an indictment.
